An Open letter toUnited Nations Office for Human Rights in Europe,to the European Court of Human Rights in Strasbourg, France, Robert Spano.

Mr. Robert Spano, Civil Committee for the Rescue of Political Hostages and Prisoners of Tajikistan, which constantly monitors the post-prison(trial) situation, torture, abuse of prisoners and political hostages in Tajikistan, pressure and threats to their families, is deeply concerned about the tragic human rights situation in Tajikistan. 30 years of leadership,who is holding power in his hands, and his family have turned Emomali Rahmon into the most tyrannical leader. During these 30 years, this tyrannical regime has violated all human rights and turned a person into the most insignificant creature. Tajikistan has turned into a degrading and corrupt country. According to the non-governmental organization Transparency International, Tajikistan ranks 151st in terms of corruption. Freedom of speech index, according to Reporters Without Borders, in its annual report, Tajikistan ranks 161st among countries that suppress freedom of speech.

Murder, torture, rape, imprisonment of people for slander have become a common practice of this bloodthirsty regime. Only 72 people from the family of Muhammadiqbol Sadriddin were forced to leave Tajikistan, under pressure and persecution. Only in France, 37 members of his family asked for asylum. Currently, 23 members of his family are under pressure from the authorities because of his journalistic activities.

Although human rights organizations and the UN Human Rights Committee have repeatedly asked Tajikistan to respect human rights, Emomali Rahmon ignores all these requests. In 2022-2023, 8 bloggers and journalists were imprisoned in Tajikistan. People go to jail for 5-7 years even for one like on social networks. People cannot raise their voices for their rights. The year of 2022 ended tragically for the residents of the Gorno-Badakhshan Autonomous Region, who were protesting peacefully.. Emomali Rahmon ordered, to open fire on unarmed people, and then announced everywhere that they were collaborating with terrorist groups. In fact, people did not have any weapons (documents are provided). Today, more than 1,000 people are held in Tajik prisons as political prisoners. 100 people were imprisoned from the Rushan region, where 40 young people were killed during peaceful protests, 120 people from the city of Khorog. 11 natives of the region received life sentences. All sentences were handed down behind closed doors and without the presence of their attorneys. In addition, not only the political prisoners, but also their relatives were subjected to severe pressure from the authorities, and some people fled from Tajikistan.However, Rahmon is not satisfied with this, and he pursues opponents of his power and regime, in other countries. The experience of kidnapping in Russia and then many years of imprisonment of the opposition in Tajikistan has created an atmosphere of despair among the opposition today. In addition, some time ago, the son of a Tajik dissident was extradited to Tajikistan from Germany and received a 7-year sentence there. A young man with no interest in politics, whose father currently a political opponent of the Rahmon’s regime. Two or three years ago, another Tajik young man was extradited from Austria and imprisoned for 20 years in Tajikistan. It has now become known that Rahmon has focused all his efforts on bringing back to Tajikistan another Tajik dissident, Muhammadiqbal Sadriddin, who has been living in France for 7 years as an asylum seeker. Today, all Rahmon’s power structures are focused on discrediting Muhammadiqbal Sadriddin. As you know, Tajikistan has signed several international documents, and one of them is the Convention on the Protection of Human Rights and Freedoms. One of the clauses of this convention states that “The Convention against Torture and Other Cruel, Inhuman and Degrading Actions and Punishments”, the government made films full of sedition and insults, in which not only Muhammadiqbol, but also his father is offended. Now that they are trying to bring him back to Tajikistan, we know that this regime and this autocratic government will not leave Muhammadiqbal Sadriddin alive. It is known that Rahmon, under pressure from the international community, announced a moratorium on the death penalty. Prisoners view the death sentence as a light punishment for themselves. We are also concerned that if he is returned to Tajikistan, he will be sentenced to life imprisonment, and would be subjected to daily torture and mistreatment. Therefore, the news of the arrival of the General Prosecutor of the Republic of Tajikistan, Yusuf Rahmon, to France in September who’s the patron of the executioners of this regime, deeply disturbed us. In a country where for one like you can be imprisoned for 7 years, how do you think they will treat an opponent, who every day talks about the shortcomings of this government and regime. Therefore, we are asking you to protect Muhammadiqbal Sadriddin and his family in accordance with international human rights standards. The arrival of General Prosecutor Yusuf Rahmon to France will pose a danger not only to Muhammadiqbal Sadriddin and his family, but also to other opponents of the regime living in France as refugees. Today in France, together with Muhammadiqbal, son of Said Abdullo Nuri is waiting for asylum. Said Abdullo Nuri, who signed the Tajik Peace Agreement with Emomali Rahmon. He is no longer alive, but Emomali Rahmon is still at war with the family of the deceased. Emomali Rahmon imprisoned associates and students of Said Abdulo Nuri for many years. Last year, five members of his family were sentenced to various terms of imprisonment, ranging from 6 months to 5 years. This intensified after the election of Deputy Chairman of the Civil Committee for the Rescue of Hostages and Political Prisoners Muhammadjon Nuri.

Mr. Robert Spano, as the head of the Committee for the Rescue of Hostages and Political Prisoners of Tajikistan, once again I am asking you to consider the case from the point of view of international standards and call on the Tajik side to stop all these illegal and unfair political competitions.
