With great sadness we report that on the night of January 13, 2025, a political prisoner from the Rushan district of the Badakhshan Mountainous Autonomous Region, Kulmamad Pallaev, passed away in one of the prisons of the Rahmon regime. Pallaev was 50 years old, he was among the protesters at a rally in May 2022 in the village of Vamar. Following this incident, he was arrested and sentenced to life imprisonment without proper trial. There were many reports that he was constantly subjected to torture and inhumane treatment in prison. The death of Kulmamad Pallaev clearly demonstrates that the prisons of the Rahmon regime have become hotbeds of torture and psychological stress, similar to the Sidnaya prison of the dictator Bashar al-Assad, which has become a symbol of injustice and human oppression in the world.
The Committee strongly condemns this tragic incident. We emphasize that Pallayev’s death is a continuation of the repressive policy of the Rahmon regime to suppress all political and social freedoms.
We urgently ask the international community, human rights organizations and humanitarian organizations to increase pressure on the authoritarian regime in Tajikistan to stop torture, release political prisoners and ensure human rights. Also, to strengthen ongoing monitoring of prison conditions in Tajikistan through international organizations.
We demand that the government of Tajikistan conduct a serious and transparent investigation into this tragic death with the participation of human rights organizations. Let those guilty of torture and the death of Kulmamad Pallaev be punished. The death of Kulmamad Pallaev is a tragedy for Tajik society and another example of the injustice of the system that has violated all human rights.
Our sincere condolences to the family of the deceased and his loved ones and we declare that our efforts to achieve justice, freedom and rescue of political prisoners will continue.
